Abstract

The study aimed to analyze the impact of strategic leadership in its various dimensions (strategic direction, core capabilities, human capital development, effective organizational culture, emphasis on ethical practices, balanced organizational control) on crisis management in the Ministry of Higher Education, Scientific Research, Technical Education and Vocational Training in Yemen, according to the dimensions of crisis management (early warning, preparedness (Damage containment, recovery, learning). The study adopted a descriptive analytical approach and targeted a sample of 112 administrative leaders, randomly selected stratified, using a questionnaire as the primary tool. The response rate was 99.11% The results showed that the level of application of strategic leadership and crisis management was average, with an impact of strategic leadership on crisis management that varied according to the dimensions, where the highest impact dimensions were: emphasis on ethical practices, then strategic orientation and organizational culture While the impact was less significant in core competencies, human capital development, and organizational control, the study recommended strengthening the application of strategic leadership Especially in the dimensions of developing human capital and investing in core capabilities, and adopting a proactive approach to preparing for crises through planning and developing alternative scenarios, and providing a clear procedural guide to address them.
