Abstract

The study examined the goals of sustainable development in meeting the needs of the present without compromising the ability of future generations to meet their own needs. The goal of environmental protection is to build a society in which living conditions and resources meet human needs without compromising environmental safety. Sustainable development also concerns people and the environment in which they live. A person's right to a clean environment is matched by the obligation of others to refrain from any action that leads to environmental pollution, directly or indirectly. Humans are both creditors and debtors of their right to a clean environment, and they are simultaneously obligated to refrain from any action that leads to environmental pollution. Discussing the right to a clean environment requires examining its legal protection, at the national and international levels. This is in addition to the agreements concluded by the United Nations and the World Health Organization, as well as the international agreements concluded by some organizations. Countries have unanimously agreed on the seriousness of the effects of environmental pollution and are calling for unified and coordinated efforts to combat it. Furthermore, the role of higher education institutions must be activated in encouraging environmental conservation and protection from pollution.

 The study examined sustainable development and its relationship to the environment, in addition to national and international legal protection of the right to the environment, as well as liability for environmental damage and compensation for those affected. It concluded that it is necessary to stipulate environmental protection in a constitutional text, as well as legal regulation of civil liability for environmental damage.
