This research reviews the literature related to environmental governance and its influential and defining actors, focusing on Iraq and its efforts to frame environmental governance by complying with the provisions of international treaties related to the environment and integrating them into national laws and legislation, as well as institutionally framing this in a way that positively reflects on the environmental index, enabling Iraq to confront climate change and limit its effects in all dimensions. The research aims to enrich theoretical studies with conceptual determinants related to environmental governance, its objectives, and its contents. The practical objective focuses on highlighting Iraq's efforts in the field of environmental governance
